You can use Xero without an active bank feed by manually importing bank transactions into each bank account. Export OFX from the bank when possible. If the record is only available as a PDF, convert it into a checked CSV first, then use Xero's Import a Statement option and reconcile the imported lines as normal.
Manual import is relevant when no feed is available for the institution or account type, when access to the bank cannot be delegated, when an account is closed, or when the work is a one-off review rather than ongoing bookkeeping.
A feed is optional; reliable transaction data is not
Xero's bank-account workflow can accept manually prepared statement data. The essential requirements are a supported format, the correct destination account, a non-overlapping date range and a review before the import is completed.
Manual import does not have to mean retyping statement rows into Excel. Use the bank's structured export where it exists. Use conversion only when the period you need is trapped in a PDF.

What Xero itself documents
Xero's manual-import guide says the standard workflow accepts OFX, QFX, QIF, CSV and QuickBooks formats, recommends OFX where available, and directs people with PDF-only statements towards a third-party conversion service.
Xero also documents manual imports for missing lines and transactions from before a feed starts. Its troubleshooting guide says CSV imports can fail because of invalid dates, spaces, blank lines, corrupt files or incorrectly prepared data. That is another reason to review the file before treating an import as finished.
